He was born in 1931.
He graduated from IDGSA Painting Department in 1956.
He was a lecturer at the same institution from 1962 until his retirement in 1988. He participated in numerous solo and group exhibitions at home and abroad. Being the producer of many first movements, Altan's first attempt in this sense was the Avni Lifij exhibition in 1967. This is followed by Zeki Faik, Mahmut Cuda, Bedri Rahmi and many youth and student exhibitions. He made a widespread name as a writer and lecturer.
With an effort that started in 1968, he realized the tapestries, the most important examples of which are in Istanbul Radio House.
In 1988, 1990-1992, he developed a method of random unification in order to prove to the extreme that artistic space was formed by the combination of different concepts, origins, structures and logics, with an idea that became increasingly clear.
As a result, thousands of random details in large-scale and large-scale applications, art; It showed that it could be formed without resorting to practices such as pattern, value, color harmony, composition and rhythm. With this method, the artist also opened the doors of an unlimited lexicon richness.
